This is a staff position on a long-term basis (initial contract of a duration of 12 months)

Context

The GICHD Risk Management division focuses on the increase in operational efficiency and effectiveness in mine action. We provide advice, record and share best practice to ensure standardised, safe and efficient survey and clearance operations. We focus on strengthening national capacities to enable greater ownership of operations and to confront long-term mine/ERW contamination, in line with national and global strategic priorities. The research and training portfolio of the Risk Management division includes the land release (survey, detection and clearance methods and tools), stockpile destruction, explosive ordnance disposal, safe and secure management of ammunition, security liaison and cooperation. Reporting to the Head of division (HoD), the Programme Officer provides operational, project management and administrative support to the Advisors and assists the Head of the division.

Responsibilities

Her/his key responsibilities include:

· Provide support for project management, implementation and monitoring, including but not limited to:

  • Contributing to project design, including supporting advisors in the preparation of funding proposals and budgets and the delivery of narrative reports
  • Acting as the focal point in the division in relation to designated donors as indicated by the Head of division, participate in donor liaison visits as appropriate
  • Monitoring and analyzing budgets and expenditures in liaison with the project managers and the financial section; coordinate and prepare financial reports
  • Preparing, participating in and supporting the Advisors in the conduct of field visits, workshops and training sessions in mine-affected states and in project countries;
  • Monitoring projects implementation follow up with all the concerned advisors and in support of Head of Division;
  • Providing administrative, financial and logistical support

· Participate in the preparation, attend and report on, and where appropriate represent, the GICHD in conferences, meetings, workshops and other outreach activities

· Contribute to the development of publications by collecting data and information, drafting some content and supporting the related dissemination and public information in liaison with the Communications section

· Contribute to the content management of the GICHD website and digital media concerning all information related to the Risk Management division

Profile requirements

Essential requirements

  • Minimum 2 years of professional experience in similar positions in field programmes and/or headquarters, preferably in humanitarian affairs, development cooperation, international cooperation, disarmament, post-conflict recovery and reconstruction or other related fields;
  • Experience in project cycle management, reporting of donor funds, multi-year budgets and finances, administration;
  • Working knowledge of budgeting, monitoring and accounting procedures including proficient Excel and pivot tables functions.
  • Ability to communicate clearly and constructively with a wide range of stakeholders from diverse social, cultural, economic and educational backgrounds;
  • Excellent team and networking skills;
  • Commitment to the continuous improvement of individual and organisation-wide results;
  • Excellent organisational skills and ability to effectively manage priorities and to take initiatives;
  • Excellent verbal and written communications skills in English;
  • Working knowledge of Microsoft Office (Word, Excel (spreadsheets) in particular);
  • Availability to travel occasionally and operate in potentially unstable regions.

Desirable characteristics

  • A post-graduate degree, diploma or equivalent vocational qualification in Development or Economics
  • Knowledge or experience of Monitoring and Evaluation;
  • Exposure to Mine Action or at least Human Security
  • Understanding of mainstreaming gender and diversity topics in programming
  • Working knowledge of French or another language practised in mine-ERW affected countries;
  • Working knowledge of SharePoint.
