Enterprise GIS systems engineer

Context

The GICHD’s Information Management (IM) Division works to enable national authorities and other actors in the Mine Action sector to leverage information towards evidence-based decision-making and results-based management. The division is composed of an international team of experienced IM advisors who take responsibility for the development of national IM capacity within a portfolio of countries. In addition, each team member acts as a focal point for a thematic or technical expertise in the field of Information Management.

The Information Management Division is planning to design and implement a new project, an Enterprise Geospatial and Information System (EGIS) for the purpose of improving the analysis, communications and reporting of one of its key partners. The partner’s reports are used by the international community to monitor compliance of cease-fire agreements and inform peace negotiations. The recommended EGIS will use a Geographic Information System & Imagery Enterprise platform to organize geospatial data and imagery and give all personnel access to the tools needed to be successful in their mandate. The goals of this project are to establish a sustainable enterprise system that will improve situational awareness, imagery analysis, team communications, reporting documentation, and sharing of safety & security information between field and office personnel.

Main Responsibilities

  1. Providing oversight of the EGIS project and reporting to Head of IM Division and Project Executive Board

  2. Liaising between Project Executive and Project Donor on project progress and direction

  3. Organising and facilitating consultation workshops aimed at defining user requirements for the EGIS

  4. Compiling and maintaining overall EGIS system design aligned with identified workflows and business processes

  5. Ensuring compliance of system configuration and implementation (by sub-contractor) to user requirements (continuous QA/QC monitoring)

  6. Overseeing Project Officer in the management of project finances and drafting of donor reports

Skills and Competencies

  1. 15+ years’ experience in, and thorough understanding of user-centric systems design
  2. 15+ years’ experience in identifying, designing and applying GIS solutions to field settings, demonstrating the ability to adapt solutions to client requirements and operational realities
  3. Thorough experience in and understanding of humanitarian, development and/or post-conflict project settings
  4. Proven experience in project management
  5. Ability to communicate clearly, authoritatively and respectfully with a range of professional levels from field operators to senior management and government staff
  6. Fluent English and working knowledge of another UN language; additional UN languages a plus. Start Date: by end September 2018 at the latest**

In a world where human security is still hindered by explosive hazards, the Geneva International Centre for Humanitarian Demining (GICHD) works to eliminate mines, cluster munitions and other explosive remnants of war. To achieve this, the GICHD supports national authorities, international organisations and civil society in their efforts to improve the relevance and performance of mine action. Core activities include furthering knowledge, promoting norms and standards, and developing in-country and international capacity. This support covers all aspects of mine action: strategic, managerial, operational and institutional. The GICHD works for mine action that is not an end in itself but contributes to the broader objective of human security – freedom from fear and freedom from want. This effort is facilitated by the GICHD's location within the Maison de la Paix in Geneva.
