GICHD’s policy work aims at strengthening the connection between explosive risk reduction and broader agendas, stimulating reflections and influencing the sector’s response to a constantly changing policy and operational landscape. The complexity of contamination in current conflicts, humanitarian access, gender equality or the relevance of development, security and good governance considerations are prominent issues addressed by GICHD’s policy work. The latter also comprises research to inform international policy and normative processes with evidence.
This position is dedicated to furthering and disseminating GICHD policy work and providing advice to both the GICHD and its partners on policy-related topics. The Advisor for Policy is regularly in liaison with GICHD partners from the peace, security and development sectors and explores new cross-sectoral partnerships. He/she provides training and advisory services to a variety of audiences, including to national authorities and international organisations in charge of mine action and/or ammunition management programmes. He/she coordinates the planning and reporting on GICHD’s immediate strategy outcome “The reduction of risks from explosive ordnance contributes to humanitarian action and sustainable development”.
Main Responsibilities
Manage the project on the promotion of linkages between explosive risk reduction programmes and security system reform and the project on mine action and peace building (budgeting, donor reporting, and dissemination of findings).
Provide training, technical assistance and recommendations to national mine action authorities, mine action centres, operators, UN agencies, and donors, particularly on mine action institutions and governance.
Conduct or commission case studies, reviews, and evaluations, particularly on the links between mine action, peace, security and development.
Draft and update project briefs, theories of change, concept papers, project initiation documents, and funding proposals, as well as narrative and financial reports for submission to donors, in line with the result-based management system of the GICHD.
Identify needs from the field, trends and evolution within and beyond the mine action and ammunition management sectors.
Promote and participate in multilateral discussions and debates on relevant topics.
Provide general or thematic presentations to partners and diplomatic representatives.
Organise and participate in workshops, meetings and seminars to promote the above-mentioned topics, typically in partnership with other key stakeholders.
Collaborate and coordinate with other GICHD sections.
Profile requirements
An advanced university degree in development, economics, political sciences or any other relevant discipline.
5-10 years of professional experience in advisory or management functions in the nexus of human security, disarmament, small arms control and/or mine action in an international context.
Substantial field experience in conflict or post-conflict settings.
A thorough knowledge and understanding of topics related to peace, security and development.
Competence in designing and delivering training and capacity development initiatives.
Ability to interact effectively with a wide range of stakeholders from diverse cultures.
Competence in project management; ability to coordinate simultaneous activities/projects.
Excellent drafting, conceptual and analytical skills.
Availability to travel regularly and worldwide
Fluency in verbal and written English and French. Spanish or Arabic is an asset.
Experience in, or understanding of, gender and diversity-inclusive programming.
